Well everyone from budokai 3 is in... Tenkaichi? Put uh if you want to know some passwords you can go to http://www.cheatcc.com/psx2/dragonballzbudokaitenkaichicheatscodes.html and they have them, it's only for com vs com though

No it's not true that you can unlock people from B3 using passwords.

U can only unlock characters that appear in both games using the password, for example Cell etc, but characters which aren't in both such as Uub cannot.

The only characters from Budokai 3..... Are the characters you have a password for. If you go to the forum's section, look in the "Later" pages of the Budokai 3 forums. I have started a few of them labeled PASSWORDS ONLY!!!!!
