Heya! Teleporting isn't really an move unless you have Goku sense he knows Instantanious Transmission. (Instant Transmission) The only other way is when your opponent is attacking you, you push the gaurd button. If you push the gaurd button at the right instant you should teleport to a different side of your opponent. If you use the directional buttons, make sure you push them together, otherwise it will fail, and well... You know.
Press the block button (and left OR right) a split-second before you are hit.
Omg you can teleport all the time you need to have enough ki. With goku and perfect cell it's diffrent. When you are kicking or punching your opponent you can do it then or if they are about to hit you, you can still do it.(Make sure you have enough ki.) just press CIRCLE and LEFT or RIGHT.
