To get water ballons you have to do a favor. Go to downtown bullworth, and just east of the gas station, theres an ally with a slightly circular fence. Jump over the fence and climb up the ladder. If your lucky they'll be a townie up there and he'll instruct you on how to do it in the favor. When your down you can use the faucet on the roof and the dorm sink for water ballons any time.
