Yeah that's Obel Lake near Timber that is actually part of a sidequest. You start the sidequest at Obel Lake and you need to find clues all over the world map for doing this sidequest you will get a Luck-J scroll and Three Stars. There are some clues you will not be able to do until later in the game though so it's best just to wait until then. After talking to the shadow in Obel Lake it will ask you to find Mr Monkey you will find it in the forest near dollet to catch it you have the option to sing or throw a rock at it just keep moving around the forest until you get it, after doing this go back to the lake for the next clue, for this you will need to go to the Rinual Coast in Balamb on the beach the most of the time your looking for rocks for these clues just press x on the beach while running around until you find it, once you found what this clue was refering to go back to the lake and talk to the shadow for the next, after getting the next clue you need to throw some rocks until a message comes up at that point you will need to go back to the monkey in the forest in near Dollet and throw rocks at it. . The next clue you will get after going back to the shadow is telling you about some rocks on an island southeast of Timber just run around pressing x, go back and talk to the shadow again and get the next clue to go to the Eldbeak peninsular north of Balamb. House. For the last clue you will need to find a birds nest in the mountains around Galbadia Garden. After doing this again go back to the shadow and it will give you another clue refering to draw points on the rail brides all over the world you don't really need to do this but the clues it gives are random so you may need to do this to get the clues you actually need so it's best just to do them all. Go back to the shadow again for a clue refering to the ruins in a forest near Edea'sbut there is actually nothing here. Now you can get both the items this sidequest was refering to, the Luck Scroll is on Minde Island south of Esthar and the three stars can be found in the Mordred Plains which is near Trabia Canyon.

This is an important part I should have mentioned so you know which clue refers to what since they are random so here they are.
Take a break at the railroad bridge - draw points on the railroad bridges around the world.
At the beach near Balamb something special washes up sometimes - the beach on Balamb.
You'll find something east of timber - island east of Timber.
There is also something on top of a lake and cavern - the birds nest on the mountains around Galbadia Garden.
Mr Monkey had a rock like this I think - throw rocks at the lake until another message appears then go back to the forest in Dollet and throw rocks at the monkey. Take time off at Eldbeak Peninsular - this is north of Balamb and has a stone refering to Minde Island where you get the Luck-J scroll.
Back in the day, south of here there used to be a small but beautiful village surrounded by deep forests - refering to the ruins in the forest around Edea's house.
