You can only do this sidequest if you didn't discard any of the letters, and you delivered all the letters. You can't do this right before you'll fight the last boss, because you can't enter some Moogles places because of the crack on the front of the entrance.
First, with have a gold chocobo. Go to the north of Outer Continent (Madain Sari), there should be an island. Search for a crack on a mountain, and use dead pepper on it.
Inside, you'll notice that they're discussing about the broken mognet machine.
It seems that you need an item. Now go to the moogle in Alexandria, he'll give
You a clue about the item. And he'll give you a letter to Atla. Now, deliver the rest of the letter and talk to Carmen.

First off, you need to be pritty far in the Chocobo side quest so you can use a Dead Pepper to dig into the side of a mountain near the east coast of the large island north of the Outer Continent so you can reach Mognet Central.
In Disc 4 go to the church steeple in Alexandria, where Kupo spends all his time. Talk to him about Mognet. He'll ask you to deliver a letter to Atla. This will set off a chain of letter deliveries you will have to complete in order to fix mognet
As you deliver each letter, you may receive a Kupo Nut for your deliveries, as long as you don't already have one. You can give these to Moguto in Gizamaluke's Cavern each time if you feel like taking a detour. And don't forget to enter the mognet menu again so you can get another letter to deliever. Don't want to forget that.

Kupo to Atla (Burmecia/Vault)

Mogryo to Kumool (Ipsen's Castle/Small Room)

Noggy to Kupo (Alexandria/Steeple)
"Superslick"
Kupo will ask you to find the Superslick and deliever it to mognet. As to make things easy for you, Ruby has the Superslick. After she give it to you take it back to mognet and recive your reward of one Protect Ring.
