Is there any way to allow kids and teenagers to use the Facial Modifier (the plastic surgery machine)?

You can with teenagers, but not with kids. One thing that you could do though is by using the "boolprop testingcheatsenabled true" code, hold "Shift" and click the kid. Then click "Spawn," then "More," then "Sim Modder." A standing up baby will appear. Click the baby and one of the options will be "Set Age." Under "Set Age," an option will be "Teenager." Your kid will turn into a teenager, now you could modify their face. Now, if you want your new, modified teenager to be a child again, just click the standing up baby again. Then click "Set Age," and "Child." Then your teenager will be back to a child with it's modified face.
