If you use boolprop testingcheatsenabled true you can go into the relationship menu and drag the relationship into a bad one, then tell one sim to break up with another one. The one who is told will leave the lot and enter the neighborhood screen.
Remember to type in boolprop testingcheatsenabled false after, though. It causes issues if let go too long.
