If there relationship scores are low enough, there will be an option "Break up" that appears when you click on the other sim. To do this simply have them argue (irritate works as well, though you might not be able to use it immediately) or get one to constantly prank the other, this will slowly lower their relationship scores.

Another method is to have one sim catch the other cheating with someone outside of the relationship. This method has more severe repercussions than the first option(the sim that caught them will hate both sims who were doing the act). However it's probably much faster in comparison.

Use some of the mean interactions then there will be an option to break up
