You can just build more than two stories. It is just putting walls on top of two other stories.

You don't use a cheat. All you have to do is find the icon that lays on the far left, bottom of your screen and click on up. Then you should be on the next level.

You can create buildings more than two stories high, and you can also create basements. When you're in build mode, the control panel at the bottom left of your screen has all the options you need. You can build on flat land from the ground up, but if you want a basement, you'll need to use foundation.

You can create up to Four Floors and still have a roof on top. (This is with the Apartment Life Expansion. I don't know if you can make four floors with the previous expansions. I know for sure you can make three.) If you want Five Floors, you'll forfiet the roof. But with The Sims 2: Season, that would be a problem since it will rain and snow inside the house. If you don't have Seasons, though, they feel free to make five stories.

When you first get ready to put down your walls, you'll be building on the ground level (or on foundation, if you choose). Just place your walls and the outline of your house as you like it. When you're ready to build the second floor, you can use the shortcut key "PageUp" or click on the "Go Up a Floor" icon on the control panel, to the left of the rotate and zoom keys. There are two, one for going up a level, and one for going down. Respectively, the PageUp key and PageDown keys on your keyboard are the shortcuts.

Go ahead and create the next story of your house, using the walls as the skeleton. And when you're ready to create your third story, Just PageUp one more time, and repeat what you've done on the first two floors.

So there's no cheat that you need or anything. Just add walls and go up a level to add more walls as the support of your community building or home.
