A few ways:
If a close family member dies, a child is taken away from scotial services, a pet is taken away, if sims fight, or hear gossip realated to them.

Lol..you can make them cry by fighting with them..in the talk section if your relationship is low enough you can do things to upset them more.
The other way is by playing a prank on them, hand buzzer stuff like that. But that depends on your sim and if they think it's funny or not
They will cry when someone dies too.

LOL, you could click on a tomb stone and choose mourn. Sims also cry when they get cheated on. There’s a way to make your sim cry without hurting your sim physically or emotionally. You can use the boolProp testingCheatsEnable true, hold the shift key and click on the sim.
Click spwan and reaction tester. A box will appear on the floor next to the sim. Click the box, then click Paul’s reaction tester, then click Do Consolable Cry. In column 2 there’s also an option for mild-cry. This is great for making movies.
