This took me awhile to figure out to, first pause the game and go to where your foods, potions, emotes, and other stuff are. Then all you have to do is click on the item you want and drag it down to the bottom left corner where the hotbar is found. Drop the item in the circle you want. You can also change the order by dragging one to another circle.
