If it's the one that I'm thinking of it's in the basement next to the alien lab. It just looks like a pile of bins on a skid. If you stand in front of it the door should open and you should be able to go down. Don't remember if you had to 'build' the room first or not.

In the basement,opposit the vault by the locked door (the goverment room) by there there are some barrels walk into them and then it will open (btw you may meet big foot down there and hes friendly :D)
