Just go to one of the cows (not the bull)outside and there is an option to take the bell from the cow. After you receive the bell (it should be in you inventory) go back to Ava Cadavra and give her the bell.

i never thought that i would need cheats for sims 2 but after years of not touching it i thought yay lets start a new game and play it for the hell of it and i actually couldnt remember how to find it so yay

Its is on one of the cows in the field. If you find it (it's not the bull) you can put it in your pocket.
