Iyaa.. You need to collect all 5 mecanical points then the penthouse should be unlocked to get the blueprints .. It may take a couple of days to collect all 5.

This is where you will find the five points around the hotel!

Basement Mechanical Thursday 4 pm

Atruim Mechanical Saturday 12 am

Gov Lab Mechanical Monday 8 am

WareHouse Mechanical Tuesday 12 am
