To change you're hair style and color all you have to do is to but a miror (cant spell) from the store if theres not one you will just have to wait
And I don't know the answer to you're other question...hoped I help atleast a little!!!

You could either buy a mirror or go and buy a dresser and I think you can change it there when you change your clothes.

Once you give your license plates away there gone so you have to finds them again
