Are any Pokemon in the castelia city tall grass specific to dark grass, or can you find them all in light?

Well to me it seems as if your question is asking what the difference between the dark and normal grass... The only difference is that when you walk into the dark grass you'll sometimes run into two Pokémon at the same time, but other than that the Pokémon are the same in both the dark and normal grass.
