In one of thre rooms in the Snowhead Temple after defeating a Wisrobe or whatever they are called, I think....

You get them after you beat one of the telepathing guys in Snowhead temple. When you see him appear where he "really" is then you hit him with your sword. I recommend wearing the bunny hood so you can reach him faster. When you finally hit him enough times he will die and you will receive the fire arrows. Good luck!!!
