Sims won't do pool actions?

Sims won't do pool actions?
My sims won't do pool actions. I had one of them clean the already clean water (it wasn't green) and they still won't do any actions. I tapped another sim to do an action and all it did was switch the green diamond to that sims head. I haven't compleated the "it's all going swimmingly" quest so maybe that's why I can't do actions but I don't know.

Yeah it could be that - or your Sim Personalities could be like not wanting to do pool things or even afraid of the water.... We would go ahead and do the pool Quests tho, because that is probably it.
