Remember it is not talking about furniture, but decorations only. So you do not get credit for furnishings.

So what is the outdoor decorations, is it like plants and lights and stuff?

It's actually not the plants either. It's the third tab in the outdoors section, called decorations.If you are still looking for help with this game we have more questions and answers for you to check.
