I can't get the 3 star TV it says it's lock til I'm on level 16 what do I do what til I'm on level 16 or what please help

The number of stars dictates the quality of the object - the more stars, the higher the quality. The higher quality Items require specific levels to unlock them - in your case you need to level up to unlock the object you need for your Quest. As to what you should do until them, play through the story and the related Quests until you can access the one you need.

Just keep doing tasks and Quests while you wait to level up - actually since that is HOW you level up just level up!
