First, you have to make the two people like each other to the point where they are dating or are in a budding romance. You can move up the ranks by getting the two people to 'be nice' or 'be funny'. Doing things like this will increase their relationship Status and the they will be able to woo hoo which takes 5 mins. Hope this helps!!

Same here. I've been nice to a neighbor sim a lot of times but the Best Friends bar doesn't even move an inch. 😐

Have them Be Romantic til their status become PARTNERS and den you will be able to WooHoo. Hope this helps
