My sims are good friends but they won't move in
I have four sims and two of them are good friends
They have the action 'move in' when they are at the other peoples house and if I click on it then it says " let's give the person a chance to inspect the house
Send your sim back home then try again

You have to go to the house of the sim who you would like the other to move in with
