The fastest way to get life points is to buy them. Other ways take longer, but will give you life points. Sometimes your dog will dig up a life point. You can sometimes earn life points for completing Goals, and you can earn life points for completing enough goals in the weekly tasks section. Also, sometimes The Party Boat will give you life points as a reward. Leveling up will also sometimes give you life points. Those are all the ways to earn life points.
