You have to buy The Snow Park
After that then there is a lodge with a pile of snowballs

At The Snow Park. There are pairs of snow barriers with little "snow cubes". One outside the door of the lodge. Another is between the skating rink and the ski lift. You click on the snow barrier, not the "snow cubes" and it will ask oyu to have a snowball fight. The you click on the other snow barrier to hav another sim "join in". Only then are you off and snow balling
