Question for The Sims FreePlay

I'm having trouble with adding another Sim to my town. I had 6 sims until I decided to reset my game. So after making my first Sim again the mission of making another Sim came. Thought it would be easy like the first try but it said to make a new house in town I need to be level 44. Whut?? I couldn't figure out how I did it before I reset my game. Thx in advance.
