Question for The Sims FreePlay
Where do I buy a cat? It says to take a picture of one, and I've looked to try to purchase one and can't find that option anywhere.

You need to build The Pet Shop to buy Pets.
But I would advise you to just skip this goal if you are short of Simoleons.
Skipping the goal would cost you 5 LP.
Completing the goal would need you to build The Pet Shop if you have not done so and buying the cheapest cat would cost you another 6 LP.
Skipping the goal would be a wiser option.

You need to build the Pet store.You should probably do it before you go to sleep.When it's finished click on the cat section.The cat that costs the least is 6 LP.You can do that,or there might be a Camera button on the top right corner.You can just click on that and it'll take a picture of the cat. It might not work, but it worked for me.
