Why want my school build I mean I paid for it and it's finish downloading but whn I hit the button to download it nothing happens why

If you bought your School, and it has done the 4 or 8 hours of construction time, when you click on the bubble, you should see a finished school. If not, I am not sure why that is happening to you.
