Question for The Sims FreePlay

I have a firestation and it has black and yellow lines around it. My goal is to build a business and now the icons to build other buildings doesn't come up. What do the lines mean n how can I stop it. Also I have a baby apn I have updated but I don't have a school for him on the town map how do I get one?

If you building has black and yellow lines, that means that it is being built still, and you cannot build anything else, until it is complete.
