You can buy it from a building you can build called The Hobby Shop, but it is only a decoration, and you can't really look through it.

You can use the telescope. After buying it from the hobby shop it goes under inventory, which is the briefcase in buy mode. Click on the briefcase then got to hobby tab and tap on the telescope. Decide where you want to place the telescope at a sims house, just like when buying stuff.
