You can't it's the highest level of friend relationship. If you want your sim to be partners, start doing romantic actions.

I think Santa ‘friendzoned’ me.Guest answered:
You must be on level seven to me passed the best friends zone and when you are working you way up the best friends zone complain a lot and be mean if you are on level seven this will get you passed the best Friend zone but if you are not on level seven it will make you start over again
