You tap on the pee puddle and you tap on the option that says clean up and it takes 6 seconds.

Tap on the puddle and you will get the option clean up. They will need to clean up themselves after, too as it seriously depletes the clean level.

Click on the puddle, and you will have an option that says "clean up pee" Choose that, and your Sim will clean it up with a mop.
