Question for The Sims FreePlay

I have 13 sims (today I added 2 and I payed with lp) I know in this game I can have up to 16 , but icons to create more are not showing up and I'm not creating any sim at this time , I restarted my ipod but it didn't help. Please help

You have to level up more in order for new lots to come available to buy.
