The same way you build a house , but instead of choosing a house , select "empty lot"

On an "empty lot" you have to build a house manually, room by room. Go to the section where you buy furniture and click on the picture of the house. Then select the "Rooms" tab and just drag your finger on the grid to create the size rooms you want. After that you can add flooring, doors, wall color, and so on. Each thing you do will cost, btw.
