Hang the posters in different spots in the town.

The first spot where you can place the poster is near the warehouse.

The next spot is near the abandoned house hideout (Square) If you've unlocked it before, you can just fast travel there.

The next spot is just a short walk away from the second one. It will be automatically marked in your map. It is advisable to clear all enemies in the area first before placing the poster.

Head to the next spot and clear the path.

The final billboard is farther away to the northwest. It will be marked in the map so you may stick to the alleys to avoid encountering too many undead in the main roads. Once you've posted the last poster, return to Howard to complete the quest.
