Just jump on the overhead levers around the edge of the floors and swing the stairs around to various positions. (use your claw shot to get over the fences and get to the levers) One position lets water flow down the stairs and opens up a way for you to explore. Another will allow you to enter other rooms. Just keep at it and you will get there.

Hey old toad I do not have the clawshot. So how do I get it and where? If I det the clawshot this should beat the level right

You don't need the claw shot here. (I think this is where you get it) Just run and jump toward the levers and you will catch them. Your weight will pull them down. This was a tough temple for me but keep at it and you will be rewarded...Good luck

Oldtoad here is right. About the levers and the difficulty. I hated the water temple in Ocarina of Time.
