First you have to go south fron your house into the desert region. Go to your left and you should see a man go down and you should see a car in a tree. There is a plot of land that you should dig at and it's right there.

I remember that you have to get the shovel from Jimmy "the" neck and go south and press r to switch to the shovel and dig up the ditches until you find the briefcase and bring it back to Jimmy by pressing r again to make a hand pop up and then talk to Jimmy. You will get rewarded for getting the briefcase. You will get the Super Drencher. Hope it helped a ton!
