Look for lovehearts coming from the girl, usually a pic of the person she is making them at will appear in a white cloud above her head. This girl will be the easy to make you're sims girlfriend due to the fact that the action described above shows that she likes your sim. Start off slowly and when something new appears don't click it right away. Continue what you were doing before for a while and then click on the new option. You move to fast by clicking the new option when it first appears or 1 or 2 turns after. Follow this and your sim should have a girlfriend pretty soon. P.s You don't have to find the sim with the hearts and clouds toward your sim for a relationship to happen, follow my advice on taking it slowly and you will have the same outcome, a girlfriend for your sim.
