How do you get Lugia without any cheating device?

You can only get Lugia in Silver Verision for Gameboy Color. But there is no way to get Lugia on that game. Maybe cheats though... (Silver can be played on SP/Gameboy Advanced)

Lugia is not in Fire Red you would have to Trade it from either gold or silver if you do not wish to use cheats. Keep in mind that Lugia can be caught at level 70 in gold and only level 40 in silver.

You need to download a ticket I think aurora or mystic and you go on the boat and theres a cave and you go in and fintio there Lugia.....ot Ho-Oh I forgot

Alright, heres the deal. For all you idiots above, you CANNOT Trade FROM GOLD/SILVER, DUH!!!!! And you CAN get Lugia without a cheating device, although it involves you attending the Nintendo Event to get the Mystic Ticket, which leads you to Navel Rock, where you find both Lugia and Ho-Oh, both at level 70. I think you can also go to the Pokemon Center in NYC (no lie) and if you plug your gameboy in, they'll randomly give you rare tickets and what-not.

Navel Rock is accessible in FireRed, LeafGreen, and Emerald, but it involves having the Mystic Ticket (Which can be gotten in the form of E-Reader Cards at Nintendo Events, at the Pokemon Center in NYC, or by cheats ).

So yes, you can get Lugia in FireRed, but it's hard w/o cheats. Kk? Don't listen to the above people.
