You must first obtain the Volcano Badge in Cinnabar Island...after getting it...Bill will arive and he will take you to island 1

You need to first beat Blane on Cinnibar Island. After doing that, you'll meet Bill who will take you to the Sevii Islands. You'll then be on One Island.

Beat the gym leader Blaine and when you come out of the gym Bill will ask you if you want to go to One Island.
