Question for Pokemon FireRed

I am training for the Elite 4 for the second time. Lorelei's beginning Dewgong is lvl 66. This caught me off guard, so I lost a heap of $ plus the revives and max potions I bought to begin with. I have a Mewtwo lvl 71, Blastiose lvl 61, Kadabra lvl 67, Zapdos lvl 57, Ditto lvl 67, and a lvl 41 Kabutops.

Could someone one show me some good levels and move sets for these Pokemon? Also, where is TM13, Ice Beam found? Thank you, and Cyberjohn and Darklugia please join in? You guys answer all the questions correctly on this site, it seems... LOL!!!!!

If you want to beat the Elite Four for the second time then you better train your Pokemon to at least 70+, because they getway stronger, when I battle the elite four for the second time I won like nothing, my Pokemon were 75+, I used:

Lapras
Charzard
Dragonite
Tyrantier
Luicholo
Joltion

First ditch out Kabutops and Ditto they are useless.

Lorelie: most of her Pokemon are above level 60..you need at least the level of 75 or 80 if you want. You can beat her by using Electric Type attakc or grass type attacks. As for her Ice type Jyns and the big hairy mamoth....Use a fire type attack or a Fighting Type attack.

Bruno:Same level as lorelie but this time he has Steelix instead of Onix so water or fire type attack's work best. As for his fighting type's use any flying or psychic type and it's done.

Agatha:Mostly Level 65: above Use your Kadabra on this one. For her Crobat and Arbos use Psychic type attacks and for Gengar use any Psychic or Ghost attacks. For her Misdreavus use a Ghost Type attack preferaby Shadow Ball.

Lance:Almost level 70: For his Gyrados and Aerodactyl use an Electric type attack and for his Dragon type use an Ice type attack. For Kingdra use only a Dragon type move. Kingdra has an unbelievable Hp and Def stats making him a great wall and attacker aswell. You could try to beat him with an Electric type but it's not going to work that well since his Dragon type decent is countering the effect of the Electric Attacks.

Gary:Over level 70 pokemon: Well his easy enough. His Pokemon are. Venasaur, Alakazam,Heracross,Tyranitar,Arcanine and a water type I think.

Ice beam is obtainable in the celadon Game Corner.By obtaining enough coin's you can buy the TM. It's cheap I think.
