You have to beat the Elite Four with 60 Pokemon or more, you will then have access to the 4,5,6, and 7 islands. Get the Ruby (One Island) and Sapphire on the new Islands. Go back to Kanto, go to the cave, and you can enter!
You find good Pokemon in there (including Kadabra)and Mewtwo! Catch it at level
70.

You have to beat The Elite 4 and then you have to get the Ruby and Sapphire to Celio. Hope I helpedSmile

You have to beat the Elite Four and give the Ruby ans Sapphire to Celio.
