Either trade them from Pokémon Emerald (after completing the Hoenn Pokédex and obtaining one of them from Professor Birch), or trade Croconaw, Bayleef, and Quilava from Colosseum and breed.

1. Finish emerald Pokedex ( Hoenn )
2. Get them from Colosseum and trade
3. GOLD SLIVER AND CRYSTAL versions Okay ????

To get the three starters from johto, you should complete the hoenn pokedex in Pokemon emerald, then trade it to fire red,
