For HM Cut you have to go to the captain of the S.S.Anne after the battle with your Rival on board.
HM Flash is at Route 2.

You get Cut from the S.S. Anne, and you get Flash by going throught the Diglet cave, and going down and entering a building.
The professor there will give you Flash if you have data on 5 pokemon in your Pokedex.

It's been 12 years since I've even thought about this website, and this comment is what I came back to. I have no idea what you mean. I can't even remember my password to respond with my account. This is what I interrupted hanging out with my wife for..gamemaster91735 answered:
1. You can find HM 1(Cut) on the S.S. Anne by beating Nugget Bridge then going to Bill's place and he will give you a reward which is the ticket.
Then, go to Vermillion City then find your way through and you will see your Rival. Beat him, talk to the captain, and he will give you HM Cut.
2. You can find HM Flash by catching a certain amount of pokemon. I think it is 15 or something like that. You go to Vermillion City, through Diglett's Cave, go all the way down, through the house and go to the stairs.
You will then see one of Professor Oak's Aides. :-)

You get Cut from the captain on S.S. Anne and Flash is in the Pewter City part of Diglett's Cave.
