Does anyone know where to find suicoon or what you have to do to get him or is he just a random encounter

You must have at least beaten the elite four once. Once you have done that go to the road (I think it is route 6) that is just before moon cave. Somewhere in the grass there should be the legendary dog. The dog depends on what Pokemon you started out with, example I started with Bulbasaur and got Entai.

Choose charmander as your starter and beat the elite 4 and get the national dex and it will appear randomly around the game at times, save your master ball for it.
