I picked squirtle but can't find him after finding the sapphire

What do you mean you can't find Squirtle? You can't catch any of the Starter Pokemon in the wild! You can only get them from prof. Oak!

You have the glich I did you lost your Starter Pokemon so did I all you can do is restart the game if you want to get it.

Once you get the national dex (After catching 60-80 Pokemon then see oak for national dex) Now Raikou is in the wild all around Kanto region. I hoped this answer help you the best.
