Ok first off swampert has a terrible sp.atk. so instead of hydro pump and blizzard it should learn ice punch and waterfall. Ice punch is a physical ice type move that can be learned by a tutor and waterfall is a physical water hm that can cause flinching. Both also have better accuracy and pp.
