I have enough resources to open the interview room however I cannot?
I have the levels and resources required to open the interview room. The resources have ticks above them but the only bar is the build bar asking for 7 vip points, as it has done all along.

You have to finish your other upgrades before building the interview room (go into your police menu thing with the resources and check the rooms tab). VIP level 7 allows you to build and upgrade workstations at the same time.
