Percentage of town value in mailbox

My town is worth 43,000,000 and yet I only get 7,400 in my mailbox is this correct. I am on level 53 I have 32 sims I have been playing for 5 1/2 months. I don't know if you need all of this info but, just in case.

Its probably about right, I'm on the same level as yourself but my city is worth around $305,000,000 and I currently get about $2 mil a day
