Question for The Sims FreePlay

I completed 'Coming of a Age' and have baked the cake. However, I am now on level 24. Does this mean I can't age my preteens into teens? I tried to 'have birthday' with a preteen but it says that I can only do this when I completed 'Coming of Age' quest... Bt I already have! Confused, please help.

Did you bake the cake in the house that the Preteen Sim lives in? That is required... That Quest should only require Level 23 so you should be OK level-wise.
