How do I use the turbo when I get it for a car?

The turbo is not like Nitrous, or a button to push to go faster.
It's a permanent boost, like actually putting a turbo on a car. You will notice your "Acceleration" bar go up quite a bit when you install it.
The "Turbo" upgrade for your car - that you buy as an upgrade - is basically the game version of a real-world Turbo Charger, which means it will kick in and work on it's own, you don't trigger it.
When I was a punk uni student I got a great summer job replacing toilets in public housing flats that paid $28 an hour which was a LOT of money in 1985... Yeah we had to wear aweful hazmat suits and we if you did not drink a gazillion gallons of water you could have died, but anyway..
That year I took the hoopdie Ford Falcon XB Coupe that I had bought the year before and had it's V8 351 completely rebuilt, then dropped a grand for a Turbo Charger for it that basically massively boosted it's horsepower by forcing more fuel-air mixture for the engine...
The Turbo had an automatic switch that kicked it on as soon as the RPM hit a specific number though I knew people who had them that had a switch-enabled system but that is really not an efficient way to use them. Trying to use the turbo from a standing star is really pointless because you get a much greater benefit at the top end, not the bottom.
So yeah, just upgrade and be happy you now have a faster car!
The turbo is an upgrade for your car and all it does is increase the acceleration. You cannot trigger turbo, it just makes your car go faster.
The Turbo is an upgrade, it is used automatically as appropriate depending on speed and conditions.
Something I noticed in free mode whenever you click down on l3n are three simultaneously you notice if you have the turbo add it to your upgrades it is celebrated a bit quicker when you're switching gears...I'm thinking this is a little Easter egg that GTA developers put in the game for those who might actually find it
